Mr. Rajani Ranjan Rashmi is Distinguished Fellow at The Energy and Resources Institute (TERI), Delhi where he works on climate change policy, strategy, and green growth issues and is an adjunct faculty at the TERI School of Advanced Studies. He hails from 1983 batch of IAS from Manipur Cadre and was India’s key climate change negotiator in the run up to and after the Paris Agreement from 2008-2016. He held the position of Special Secretary, Ministry of Environment & Climate Change, Govt of India and later the Chief Secretary, Govt of Manipur. He also served the Ministry of Commerce as an Adviser on trade issues in India’s Mission to European Union in Brussels.
He is a Member of the Core Committee on Environment of the National Human Rights Commission. He is involved with two Govt committees on carbon markets and the Technical Advisory Body of the International Civil Aviation Organisation (ICAO). Earlier, he had served on the Finance Ministry Sub Committee on financing the NDCs. In 2009, he received Prime Minister’s award for excellence in public administration for his work in the state. He reviews and writes regularly in journals and news-papers on environmental issues.
