Vikram Chand

Former Lead Public Sector Specialist, World Bank

Vikram K. Chand served as Lead Public Sector Specialist at the World Bank, New Delhi from 2013 to 2019 and Senior Public Sector Management Specialist from 2000 to 2013. Dr. Chand played a significant role in shaping the Bank’s governance reform program in India and its states as well as the South Asia region. He worked on similar operations in Sri Lanka and Bhutan: In Bhutan, the focus was on harnessing technology to build effective electronic service delivery systems as well as strengthening the anti-corruption commission. In Sri Lanka, the focus was on incentivizing the government to adopt a path-breaking Right to Information (RTI) law to promote greater transparency. He also helped prepare a series of World Bank Economic Reports on various Indian states, such as Punjab, Himachal Pradesh, Maharashtra, Jharkhand, and Uttarakhand. Dr. Chand has also published extensively on public service delivery in India. He edited a book published by Oxford University Press that focused on the question of how to improve public services in India. The book, Public Service Delivery in India: Understanding the Reform Process (Oxford University Press, 2010), evaluates processes of change and reform in public service delivery in a range of states and sectors. He received his Ph.D. from the Department of Government at Harvard University in 1991. He also holds a Master of Science in Foreign Service from the School of Foreign Service at Georgetown University. He received his B.A. (First Class Honors) from St. Stephen’s College, Delhi.
